Conan packages for Gstreamer 1.14.4 are now available on bintray

Conan packages for Gstreamer 1.14.4 are now available on bintray:

https://bintray.com/panopto-oss/gst-conan

The packages recipes have only been tested on Linux Mint 19 (i.e. Ubuntu 18.04), and some machine setup required to build each recipe.  (Our machine setup instructions will probably only work for Debian-ish distros.)
