Decoding H.264 - good or bad alternatives to x264enc

Hi All.
Is anyone aware of "good" or even "bad" alternatives to x264enc for decoding h264 ?

x264enc is just for encoding.

libav has avdec_h264 (the most popular decoder). The only other one
that I am aware of is openh264 (encoder and decoder) which is in bad

Hi all. 

I would like to overlay a second stream on my RTSP h.264 stream. This could be a graphics overlay that can move on the screen. 

Any suggestions for plugins? 
Ideally "good" or "bad" !
