Does the QtGstreamer binding exist in Windows

Does the QtGstreamer binding exist in the Windows version of GStreamer?
Or if not, is there any way of using the api in a windows environment?

I want to build an platform independent application, so i need to check
if i can port from Linux to Windows easily.
