I’m using Nvidia Jetson Tx2 device.

Please create an issue at https://gitlab.freedesktop.org/gstreamer/gst-plugins-base/-/issues/new about that. In the issue include all the information from your mail, plus a wireshark capture of a successful run with ffmpeg and an unsuccessful run with GStreamer.
