How does max-latency/min-latency work for GstAppSrc?

Hi Expert:
I want to manage cached buffer size in a simple pipeline (appsrc-->decode-->sink), seems max-latency/min-latency works for it, but I can't find out its logic in gstbasesrc.c and gstappsrc.c. and I don't know the time unit for it.
could anyone educate me on it? thanks.

though there is 'max-bytes' of appsrc, but it can't map to time accurately.
