On Ubuntu, I think you have to enable the Universe/Multiverse repositories to make the "bad" package available.

They were added in gst-plugins-bad 0.10.20.
You probably want to use a newer GStreamer release from a PPA or
something if you want to do development on a distribution from two years
ago.
