How to get shm plugins?

I am using the ubantu10.04, and the gstreamer version is 10.28. I could not find the shmsink or shmsrc elements. How can I get these elements? In which version does the gstreamer have these elements?

They were added in gst-plugins-bad 0.10.20.

You probably want to use a newer GStreamer release from a PPA or
something if you want to do development on a distribution from two years
ago.

On Ubuntu, I think you have to enable the Universe/Multiverse repositories to make the "bad" package available.
