How to increase bit rate as motion detected and normal when not using gstreamer

Please Suggest me how to do this step by step as I am new to gstreamer but I read all the tutorial docs so I know the basic stuff but I stuck here because I have no knowledge of motion detection.

How to achieve it by using gstreamer and what are the things that I have to read.

Hello Shubham,
Tell us more about the platform on which GStreamer is running.  Which
video encoder are you using? Changing the bit rate might be as simple
as setting the rate-control to vbr in case of vaapih264enc.

You probably want to look at OpenCV Object Tracking.  (Basically if you are tracking a moving object, then you have detected motion.)

You can google for articles which describe how people have combined OpenCV with Gstreamer.  I have never actually tried it myself though.
