How to insert SPS/PPS using gstreamer

Is there a way to insert SPS/PPS other than using h264parse ?

It depends on the context. What problem are you trying to solve? What's
your pipeline?

If you use rtph264pay for example, it has a "config-interval" property
which you can use to insert SPS/PPS as well when sending out data.
