How to split and merge media files?

I'm new to gsteamer development.I want to split certain parts of different files(e.g.00:10-00:30 in file1.flac & 00:40-01:00 in file2.flac) and merge them into a new file.Is there any way to do that? Thanks.

Try using gnonlin plugin to do that.
