Muxing 2 programs into TS and streaming over UDP

Hi all,

I am working on a project that requires to carry out the following scenario:

Is there any element in gstreamer that can multiplex 2 programs and create a final Transport stream with an effective bitrate that is higher (by inserting required NULL pids into it). I tried the default mpegmux but there is no bitrate parameter that I can play around with. Please suggest me possible elements that can be used to achieve the above.
