Playing a fixed image like a video

I'd like to know how to play a image (like jpeg, bmp, etc. ) in a infinite loop like a video (i.e., when there isn't any video program to show, I like to show a fixed image.

I think it would be possible to put a simple image over a video test signal, but I'm not able to do it, I'm abele to merge only video with another video
