Pre-compiled binaries of Intel msdk plugin?

I was under the impression that GStreamer 1.12 included the Intel msdk plugin, which includes the msdkh264dec element. However, I cannot find a pre-compiled binary for it, either in the Windows 1.12.4 binaries or via the Ubuntu 17.10 repos.

Is a pre-compiled binary available for either of these OSes, or do I have to compile it myself?
