Sorry for the late reply.
The problem was (kind of) solved in a strange way. My laptop was stolen
and I got a new one with a different webcam. Now this pipeline does work:
gst-launch -v v4l2src device=/dev/video0 ! ffmpegcolorspace ! \
ffenc_mpeg2video ! mpegpsmux ! filesink location=test.mpg
