Release 1.12.0 and openh264

Did the release 1.12.0 break something that openh264 needs? 

I did not get this error with 1.11.1 that  I was using.

 gst-inspect-1.0 --version

(gst-plugin-scanner:19828): GStreamer-WARNING **: Failed to load plugin '/usr/lib64/gstreamer-1.0/libgstopenh264.so': /usr/lib64/gstreamer-1.0/libgstopenh264.so: undefined symbol: WelsDestroyDecoder
gst-inspect-1.0 version 1.12.0
GStreamer 1.12.0

File is present with todays compile:
 ls -l  /usr/lib64/gstreamer-1.0/libgstopenh264.*
-rwxr-xr-x 1 root root   1126 May  4 13:55 /usr/lib64/gstreamer-1.0/libgstopenh264.la
-rwxr-xr-x 1 root root 114584 May  4 13:55 /usr/lib64/gstreamer-1.0/libgstopenh264.so



I have recompiled and re-installed everything - still get the error above.

This looks like you updated openh264 or similar. There were no relevant
changes in openh264 that I'm aware of between 1.11.1 and 1.12.0.

In any case, if the same openh264 version (still) works with 1.11.1 and
doesn't with 1.12.0, please report a bug in Bugzilla.
