Shout2send on Windows?

What is the current status of shout2send in Windows?

It appears to not be available in the latest binary .msi (1.14.2). gst-inspect doesn't know about it, and there isn't a shout2 lib to be found.

It's still in the documentation, and I can't find any information on it not being available for Windows, so I assumed it should be there. Docs: (https://gstreamer.freedesktop.org/data/doc/gstreamer/head/gst-plugins-good/html/gst-plugins-good-plugins-shout2send.html)

Most likely the library isn't integrated into cerbero build system. Feel free to contribute a reciepe, or at least file a feature request if you would like to get this feature enabled in the pre-built binaries.
