Transrating using GStreamer

Hi All,

Can i perform the transrating on H263/H264 stream without decoding and encoding it using gstreamer?
If there is any open source that cane be used as a gstreamer plugin then please share.

The gstreamer project does not have such elements. This is quite a special purpose and in general would not scale (do to the combinatoric explosion). If you can't re-encode due to resource constraints, you will have to implement such a transcoding element yourself.
