accessing RTP packets

I am working on a project to encode the output of RTP packets from one pi
which would be received on a second pi where it would be decoded. Currently,
I am trying to access the buffer from RTPh264pay and modify some of the
components within it. The problem is, it seems as if the datastream is a bit
too slow. Is there any way to access the RTP packets using plugins?

What you mean by data stream is slow here ??
Did you mean rtph264pay is slow ??
