This sounds like you're having trouble
with differing versions of gst-plugins-base and gst-plugins-bad
and/or an out of data installation.

Hmm?
Are you building in the Visual Studio shell? If so, don't do that. You need to be in the MingW shell. Visual Studio is not required to be able to build GStreamer.
