csharp - Failed to instantiate element "playbin2"

hi,

on any system i try, i get an error on this line:

Gst.BasePlugins.PlayBin2 player1 = new Gst.BasePlugins.PlayBin2("player");

error message: Failed to instantiate element "playbin2"

i installed
GStreamer-WinBuilds-GPL-x86.msi
GStreamer-WinBuilds-SDK-GPL-x86.msi
using visual studio 2008 (any .net framework)

can somebody help my out please ?
