Careful, you double posted. Perhaps you should have described the
issues you are facing ?

MPEG4 is quite rare, and is unlikely to be widely supported. H264 is
likely more common for HLS streams (see x264enc or openh264enc as
possible software encoders).

If this is a v4l2 device, why do you use appsrc ?
