openh264 for CentOS 7

How can I get the openh264 gstreamer plugin from Cisco onto CentOS 7?

Will that plug work with gstreamer1-4.5 that CentOS 7 comes with?

The first release that contained the openh264 plugin was 1.6.0. And in
general for binaries you will have to ask your distribution to provide
you with something, I'm not aware of anything for CentOS in this regard
unfortunately.
