pipeline for windows webcam and audio to h264

On linux I used test-launch to launch a webcam and then make the output be rtsp H264.

What would a pipeline be for WINDOWS to take the ksvideosrc and I presume ksaudiosrc and output rtsp and H264 and mulaw audio on port 16200. I'm using 1.12.3.
