rtsp server

Is rtsp server perhaps the old way to do it? Now there seems to be an rtspsink.

Can rtspsink be used to do the same as the rtsp server ?  I am trying to use it under windows and I install "complete" and I still dont see rtsp server .  

So can a pipeline do rtspsink and be the same ?

Any examples ?

I am trying to take ksvideosrc and ksaudiosrc and pipe that to rtspserver or rtspsink on windows.

An example pipelines for that?
