where to send a patch for rtsp ?

What's the best way to propose it to the maintainers ?

Just ping on the bug entry were you have attached the patch. It happens sometimes that we miss patches. You could have posted a link here too.

It was not about a bug, only a feature that I have added.

I'll create a bug entry if that's the way to go

Yes, the process for non commiters or whenever commiters needs code review, is to open a bugzilla ticket, and attach the bugs there. There is a code review plugin in our bugzilla. You can use git-bz to smooth the process.
