If you want to publish an RTSP stream you might want to use the RTSP server from gst-rtsp-server repository https://gitlab.freedesktop.org/gstreamer/gst-rtsp-server. Also, if this is meant to be a local test, you probably want to use "decodebin" with no properties instead of the very last uridecodebin which is meant for the case when you have an actual server.
