No configure files in GStreamer's tarballs

There seems to be no configure files in GStreamer's tarballs, even if according to README there should be:
https://github.com/GStreamer/gstreamer/releases
https://github.com/GStreamer/gstreamer/blob/master/README

Is the only way to use git clone and autogen.sh ?

If you download the proper release tarballs from the release
announcements from here:

https://gstreamer.freedesktop.org/src/gstreamer/

There should be configure files in there.

If you get your tarballs from cgit, they're just snapshots of the git
repo as tagged, without configure script.

You can get the official tarballs from here:
https://gstreamer.freedesktop.org/src/

The GitHub repositories there are also only a mirror of the official
ones, and only provided for convenience:
https://cgit.freedesktop.org/gstreamer/
